LTFRB Summons TNVS Driver Over Lewd Remarks Against Xyriel Manabat

The LTFRB has taken action against a TNVS driver accused of making inappropriate remarks toward actress Xyriel Manabat, stressing that sexual harassment has no place in public transportation.

The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a show cause order against a TNVS driver affiliated with Grab Philippines after he allegedly made lewd comments about actress Xyriel Manabat.

In a statement released on Saturday, April 11, 2026, LTFRB chairperson Atty. Vigor D. Mendoza II said the driver would be held accountable for disrespecting his passenger. According to the agency, the incident may be treated as a form of sexual harassment.

Mendoza emphasized that no woman should ever experience this kind of treatment, adding that the LTFRB’s Bawal Bastos campaign serves as a basis for acting against sexual harassment and discrimination in public transportation.

LTFRB Condemns the Driver’s Behavior

Mendoza strongly denounced the driver’s actions, saying women must be protected from harassment while using public transport. He said the agency’s anti-harassment efforts are meant to ensure that incidents like this are taken seriously.

He also confirmed that, as an initial step, the operation of the TNVS unit had already been suspended while the investigation is ongoing.

Immediate Suspension and Investigation

The show cause order stated that the driver’s TNVS operations were suspended pending the results of the case. This means he is not allowed to continue operating while the matter is being reviewed.

The LTFRB made it clear that this early action was meant to protect commuters and prevent further possible violations while due process takes place.

Drug Test and Confiscation of Documents

Aside from the suspension, the LTFRB ordered the driver to undergo a mandatory drug test. The agency also directed authorities to confiscate his driver’s license and other documents related to his work as a TNVS operator.

These steps were included as part of the formal proceedings being taken against him.

Authorities Told to Apprehend the Vehicle

The order also instructed the LTO Enforcement Division, MMDA, PNP-Highway Patrol Group, and other traffic enforcement units to apprehend and impound the vehicle if it is found operating as a public utility vehicle.

This directive ensures that the driver cannot continue public transport operations while the case remains unresolved.

Driver Given 10 Days to Explain

The LTFRB ordered the respondent to submit a written explanation within 10 days from receiving the show cause order. He must explain why he should not lose his authority or franchise to continue driving as a TNVS operator.

A hearing has been scheduled for April 28 to give the driver the opportunity to present his side in line with due process.

Possible Penalty for Non-Compliance

The order further stated that if the driver fails to appear before the hearing officer or does not file an answer, it will be considered a waiver of his right to be heard.

In that case, a P5,000 penalty may be imposed against him.

The case has drawn attention to the issue of harassment in ride-hailing and public transportation services, with the LTFRB signaling that acts of this kind will not be ignored.

The agency’s response also highlights its broader effort to strengthen protection for women and passengers through its Bawal Bastos campaign.

At the center of the issue is a simple message from regulators: every passenger deserves respect, safety, and dignity while commuting.
